The Ministry of Information and the Arts (MITA) was formed on November 28, 1990. It brought together the Information Division of the Ministry of Communications and Information, the Cultural Affairs Division of the Ministry of Community Development and other associated departments and statutory boards. 

Following the formation of MITA were the formation of the National Arts Council (NAC) in 1991, the National Heritage Board (NHB) in 1993, the Singapore Broadcasting Authority (SBA) in 1994 and the National Library Board (NLB) in 1995 as its statutory boards.
 
BG (NS) George Yeo was MITA’s Acting Minister, and subsequently its first Minister until 1999, when Lee Yock Suan succeeded him.
 
The Ministry’s acronym was changed from MITA to the Ministry of Information, Communications and the Arts (MICA) in 2004.
