Divisions

Arts and Heritage Development Division (AHDD)

Arts and Heritage Development Division's (AHDD) mission is to develop the arts, design, heritage and library scenes to realise their full potential in contributing to our nation's social, cultural and economic development, and to realise our vision of being a Global City for the Arts and Culture.

The Division provides the policy direction, support and work closely with our agencies, namely National Arts Council, National Heritage Board, National Library Board, Preservation of Monuments Board and the Esplanade in the areas of arts and design, heritage, library, national education, cultural relations with other countries, as well as on national language councils and campaigns.
It works closely with the other Divisions within the Ministry as well as with other government bodies to reach our mission .

Communications Support Department (CSD)

Communications Support Department (CSD) provides strategic communication support to the Press Secretaries of top political leaders.

Corporate Communications Division (CCD)

The Corporate Communications Division (CCD) is responsible for the management of MICA's corporate reputation and facilitating internal and external stakeholder communications. CCD leads, manages and supports the communications functions for key ministry announcements, initiatives, events and projects. The Division also coordinates the communication efforts for MICA and its statutory boards. In addition, CCD effects outreach efforts through MICA's website and publications, as well as media and public relations.

Corporate Planning and International Relations Division (CPIRD)

Corporate Planning and International Relations Division's (CPIRD) mission is to develop MICA into an adaptive, creative, borderless and high performing organisation through an integrated strategic planning approach, which covers the following functions:
  • Corporate Planning, by facilitating the corporate planning cycle and overseeing performance management;

  • Corporate Development, through strategic research and the development of ideas and priority projects;

  • Economic Research, to ascertain the economic potential of the creative cluster; and

  • Organisational Development, through the adoption of best management practices and the fostering of a corporate culture that empowers our talent to fulfill MICA's business goals.

CPIRD will work with all divisions, statutory boards and key external partners to achieve the Ministry's vision in an integrated and borderless way.

DesignSingapore (Dsg)

DesignSingapore(Dsg) aims to place Singapore on the world map for design creativity. It looks to developing a thriving, multi-disciplinary design cluster of industries and activities in Singapore that has relevance and impact globally. The initiative also aims to bring design to business boardrooms and to new audiences and markets. In time, bring about a pervasive and unique design culture. The DesignSingapore Council, set up since August 2003 by the Ministry of Information, Communications and the Arts, is the public organisation for promotion and development of Singapore design. The Council works closely with other government agencies, the design community, industry and education institutions to promote design in business and education, and to develop Singapore as one of the leading international centres for design creativity.

Industry Division (ID)

Industry Division (ID) aims to develop an economically vibrant and globally competitive Infocomm and Media (ICM) sector and to grow the Creative Industries as a key engine of economic growth though the following strategies:

  • Provide a conducive regulatory environment to promote competition in the ICM sector

  • Ensure a globally competitive ICM infrastructure and access to a variety of ICM products and services

  • Lead and support holistic industry development strategies for ICM sector and the Creative Industries

  • Enhance the international and domestic profile of and demand for Singapore’s Creative Industries

 Information Plans and Research Division (IPRD)

Information Plans and Research Division's (IPRD) mission is to build knowledge and capability through research on information/public communication related issues, trends, and developments with the objective of enhancing MICA's Information Service.

Information Policy Division (IPD)

Information Policy Division (IPD) develops media and content policies that foster nation-building, social cohesion & harmony and affinity for Singapore , while ensuring that content choices are diverse and of high quality.

Media Relations Division (MRD)

Media Relations Division (MRD) plays a key role in connecting local and foreign media agencies and journalists with ministries and other government agencies.

The Division channels government press releases to the media, arranges media coverage for national events and international meetings, assists journalists in getting interviews with ministers and senior government officials and organises journalist visit programmes to better connect regional journalists with Singaporeans.

In addition, the Division provides media-related support for events involving the President, Prime Minister and Senior Minister.

National Marketing Division(NMD)

National Marketing Division (NMD) aims to create affinity for Singapore amongst Singaporeans and the international community by positioning Singapore as a land of opportunity where they can live, work, play and project the softer side of Singapore through the use of Cultural Diplomacy.

National Resilience Division (NRD)

National Resilience Division's (NRD) mission is to strengthen the resolve of Singaporeans and provide strategic support in information management in times of crisis.

Its roles include preparing Singaporeans to handle emergencies and disruptive challenges and to recover quickly, support ministries & agencies in crisis information management, promoting a shared perspective within the establishment and grassroots through the timely dissemination of information, and to undertake surveys and polls to ascertain the pulse of the nation

Its responsibilities include producing strategic papers & Standard Operating Procedures, coordinate & facilitate exercises and planning for emergencies and conduct workshops and training programmes.

New Media Unit (NMU)

The New Media Unit (NMU) aims to build knowledge of new media trends & development and augment public sector capabilities in usage of new media in public communications.

Organisation Management Division (OMD)
 
Organisation Management Division (OMD) is responsible for managing key enablers in the effective functioning of the Ministry, viz Finance, People, Workplace and Information Technology.

Its key objectives are to ensure effective and efficient resource planning, development and management.

The Division works closely with other Divisions and with the statutory boards under MICA to ensure synergy within the Ministry as a whole.

Public Communications Division (PCD)

The Public Communications Division (PCD) aims to develop a strong and vigorous public communications capability and expertise to strengthen the effectiveness of government communications and promote a better understanding of Singapore and its policies. Adopting a Whole-of-Government approach, it works closely with ministries and government agencies, providing them with strategic, pro-active communications support on major national or inter-ministry projects and initiatives.

The Division also oversees the Translation Unit, which is responsible for providing translation services in the four official languages (English, Chinese, Malay and Tamil) in support of MICA and key national-level initiatives.

Special Business Unit

Public Communications Consulting is involved in building up public communications consulting services to Ministries.
